You can upgrade to Windows 8 consumer preview from Windows Vista, Windows 7, Windows 8 developer preview but you may not be able to keep all the files, programs or settings. Currently complete upgrade to Windows 8 consumer preview is only supported from Windows 7 and you can’t even directly upgrade from Windows 8 developer preview.
